Under the guidance of the Arkansas Alcohol and Drug Abuse Coordinating Council, Byrne Formula Grant funds were allocated for various efforts to counter drug trafficking and abuse as well as violent crime. The highest percentage of funding (73.4 percent) went to the multijurisdictional task force (MTF) effort. The goal of the MTF program is to enhance, through jointly controlled operations, the ability of criminal justice agencies to remove targeted major organized narcotics trafficking, conspiracies, and offenders through investigation, arrest, prosecution, and conviction. A total of 18 task forces were funded in the current program year. Arrests made by task force officers continue to increase annually. A large number of such arrests were for marijuana, crack cocaine, and methamphetamine offenses. Funding also supported informational research on narcotics distribution, apprehension, and prosecution techniques within a classroom/conference setting in order to update law enforcement personnel. The Byrne Formula Grant Program continued to address the clandestine laboratories and drug-related problems. Funding also continued to support programs that protect children from criminal behavior and provide alternatives to detention; and it provided innovative programs to reduce the recidivism of prison inmates and improve methods for assessing violent offenders. Progress continued in defining and improving work elements within the Criminal Justice Records Improvement Plan. For each funded program, this report provides the program title, number of subgrantees, number of sites, the aggregate funding amount, a program overview, the program goal/objective, performance measures, and program activity for the year.
