Missouri’s Criminal Justice/Enforcement Program is responsible for the management of the grant funds, which are spent assisting State and local efforts to combat illicit drugs and violence. The focus of the 2001-2002 Missouri grant dollars was enforcement/interdiction, prevention/education, treatment, criminal litigation, improving criminal history records, and improving statewide illicit drugs and violent crime data. Section 1 presents an introduction and explanation of the Edward Byrne Memorial State and Local Law Enforcement Grant Program. The methodology used to identify trends in drug and crime rates, and to evaluate programs supported by the grant program are discussed, as is an overview of the third year of a 3-year strategic plan. Section 2 of the report presents the evaluation plan of Missouri’s Narcotics Control Assistance Program (NCAP), which outlines the criteria participating local programs will be evaluated on, according to State grant program requirements. Section 3 presents the evaluation results for each of the local programs participating in the statewide program, including a description of the program, the performance measures, and the evaluation measures that were utilized. Section 4 presents the multijurisdictional quarterly progress report, the drug abuse resistance education quarterly report, and the crime laboratory quarterly report.
