The Center for Child and Family Studies is an organization designed to improve the well-being of children, adults, and families in South Carolina. This report describes the Center’s three divisions for implementing health and human services. After discussing that the Center’s training, education and community initiatives, and research, planning, and evaluation divisions comprise 42 employees, the authors describe the ways that the Center shares in the South Carolina Department of Social Service’s (DSS) commitment to building and supporting strong families. Following a discussion of the Center’s Academy training, open enrollment training, family independence, child welfare, and adult protective services initiatives, the authors detail an August 2002 Safe and Stable Families Conference, a DSS/Master of Social Work Child Welfare Leadership Program, and evaluations of innovative services. Focusing on community building, this report describes an interfaith approach for community volunteers and approaches to cooperative training in neighborhoods. Addressing Hispanic community outreach, the authors of this document, detail the HABLA Project, and the importance of safe schools for raising healthy students. After covering the issues of out-of-home placements and foster and adoptive parent training, this report describes the problem of adolescents in transition. A discussion of the ways that the Center assists victims of violence and other crimes is followed by appendices listing the Center’s staff, biographies of several Center members, and the Center’s funding sources.
