Article 1 of the Protocol pertains to the mutual recognition by the parties to the Convention of the competence of sports or national anti-doping organizations to conduct doping controls on any and all athletes who compete on their territory in compliance with the national regulations of the host country, even when the athletes are residents of another member state that is a party to the Convention. The Protocol further requires that the parties to the Convention and the Protocol recognize the competence of the World Anti-Doping Agency (WADA) and other doping control organizations operating under WADA's authority to conduct out-of-competition controls on their athletes, whether on their territory or elsewhere. The results of these tests shall by communicated to the national anti-doping organization with jurisdiction over the athletes concerned. Article 2 of this Protocol pertains to the reinforcement of the application of the Convention. This Protocol provision requires that the parties recognize the authority of the Monitoring Group, established under Article 10 of the Convention, to supervise the application and implementation of the Convention by each of the parties. This supervision shall be conducted through an evaluation team whose members are to be appointed by the Monitoring Group. The evaluation team will examine national reports on doping controls submitted beforehand by the parties concerned and will conduct visits on the spot where necessary. Other articles of this Protocol pertain to acceptance of the Protocol by signatories without reservation, expression of consent of signatories to be bound by the Convention, the date of the entry into force of the Protocol, accession to the Protocol, territorial application, denunciation of the Protocol, and notifications.
