Abstract
Established following the September 11, 2001 terrorist attacks, the Counter-Terrorism Training Coordination Working Group (Working Group) seeks to ensure that Federal counter-terrorism training is consistent, meets the needs of law enforcement and emergency first responders, and is of good quality. As the membership of the Working Group grew, its mission expanded to include the examination and coordination of other justice-related anti-terrorism technical assistance and training programs. Following an executive summary, the report outlines the background and implementation of the Working Group and presents and describes its 15 member agencies. The next section outlines the major initiatives undertaken by the Working Group during fiscal year 2002, including the creation of a Web site that presents resources and counter-terrorism training for law enforcement agencies, constituent outreach and coordination efforts, and the development of a curriculum review process for counter-terrorism training programs. Counter-terrorism resources and current counter-terrorism training programs are described, which include both pre-incident and post-incident trainings. The report concludes by stating that the Working Group will continue to assess new or proposed counter-terrorism initiatives.
