This document presents information on the use of amphetamines and “party drugs” in Victoria (Australia).
Abstract
The Governor in Council required the Drugs and Crime Prevention Committee to inquire into and report to Parliament on the use of amphetamines and party drugs in Victoria under Section 4F (1) of the Parliamentary Committees Act 1968. The types of drugs included in this report are amphetamines, methamphetamine, ecstasy (MDMA), cocaine, ketamine (Special K), GHB, and volatile nitrites. The drugs and how they are used are described in chapter 2. The prevalence of use in Australia and Victoria and evidence regarding current trends are discussed in chapter 3. The physical and psychological effects, and the social consequences of amphetamines and party drug use are detailed in chapter 4. The cultures and patterns of use are described in chapter 5, including use in the transport industry, raves and clubs, the gay and lesbian community, and middle-class professionals. The law pertaining to these drugs and problems in policing are discussed in chapter 6. Chapter 7 describes the manufacture and distribution process of psychostimulants. Drug education and harm reduction issues are discussed in chapter 8. Chapter 9 describes the treatment issues pertaining to amphetamine and party drug use, including poly drug use. More research is needed in the areas of amphetamines and party drug use. There is a lack of research in medical areas pertaining to treatment as well as general quantitative and epidemiological studies, and qualitative and ethnographic research projects. This lack of inquiry is felt not only in Australia but also at an international level. 23 tables, 5 figures, 270 footnotes, 6 appendices, bibliography
