Alcohol, cocaine, methamphetamine, and marijuana have been identified as the primary substances of abuse in Alaska, and these substances are the focus of most drug law enforcement efforts. Methamphetamine use and manufacturing has increased significantly. The Alaska State Troopers' Statewide Drug Enforcement United (SDEU) provides a leadership role in coordinating law enforcement efforts to reduce the availability of controlled substances and alcohol throughout the State. The five teams that compose the SDEU are spread throughout the State. Each team works with local law enforcement agencies as well as with Federal law enforcement agencies. This report summarizes the activities of each of the teams. One of the most significant drug law enforcement achievements of 2002 was the culmination of Operation Arctic Heat. This operation involved numerous drug seizures at the Anchorage International Airport. The operation targeted a Dominican drug trafficking organization that is involved in cocaine trafficking in Alaska, primarily through couriers traveling on commercial airlines. On November 7, 2002, 26 individuals were arrested. A total of $1.6 million in cash was seized from the traffickers, along with 365 pounds of cocaine. Nearly all of the agencies with drug enforcement responsibilities in Alaska were involved in Operation Arctic Heat. Given the expanded production and abuse of methamphetamine in the State, the SDEU intends to maintain and increase the pressure on those involved in methamphetamine production, sales, and abuse. Data are provided on the total number of drug/alcohol cases, arrests by type of offense, and amount of substances seized.
