SSCOT is composed of members who represent local, State, Federal, and private-sector organizations. This interdisciplinary body provides a broad sounding board for policy issues related to terrorism. One component of SSCOT is the State Threat Advisory Committee (S-TAC). S-TAC was established to provide an ongoing capability for rapid assessment of information regarding the potential impacts from specific terrorist threats or events in the State. This report describes the mission and accomplishments of each of SSCOT's 18 subcommittees. SSCOT has recognized the need not only to identify and build upon the lessons learned from the terrorist attacks of September 11, 2001, but also to deliberate collectively on key counter-terrorism planning and policy issues that most affect California. Information-sharing has been identified as a key unmet need. In an effort to address this need, SSCOT provides a unique forum for obtaining and disseminating information on terrorist threats and alternative responses to these various threats. SSCOT integrates and coordinates various terrorism programs and organizations that exist throughout the States. Many SSCOT members and participants are members of these various groups, facilitating information sharing and coordination of all State groups and organizations that focus on terrorism. This report also has a brief section on SSCOT's plans for next year in improving the State's preparedness, training, and capability for preventing and responding to terrorism.
