Section 1 of the report offers a description of the mission of the Virginia DJJ and provides a description of its organization, its historical timeline, its operating expenditures, and its training unit. The Virginia DJJ is committed to offering a balanced approach and a comprehensive program to reduce and prevent juvenile delinquency among the State’s youth. The mission is accomplished through the use of data-driven management, risk-based programming, and individualized offender services. Section 2 presents information about Virginia DJJ’s community programs. The Virginia Juvenile Community Crime Control Act of 1995 established a community-based system of progressive sanctions corresponding to the seriousness of the offense. As a result, the variety and availability of community-based services for youthful offenders has proliferated around the State, with more programs and services being offered within the youth’s own communities. Also discussed in this section are detention homes, Camp Kenbridge Boot Camp, and halfway houses. Section 3 provides information about commitments to the State, describing the Virginia DJJ’s institutional programs and presenting demographic data on juveniles admitted to DJJ during fiscal year 2002. The private provider program at the Virginia Wilderness Institute (VWI) is also discussed. Section 4 presents reoffense rates gathered from the Virginia DJJ Juvenile Tracking System, a statewide database. Recidivism rates for fiscal year 1998 through 2001 are analyzed.
