For this report, "recidivism" is defined as re-entry into SCDC custody. The recidivism rate is the percentage of releasees who recidivated in each of the 3 years after release. The recidivism rate for the first year after release was 14 percent in FY 1993, and the rate declined in each of the succeeding years until reaching 10 percent in FY 1998. The 2 year recidivism rate was 25.8 percent in FY 1993; it then declined slightly in the next 3 fiscal years until achieving significant decreases in FY 1997 and FY 1998, reaching 22.6 percent and 20.9 percent, respectively. The third-year recidivism rate was 33.3 percent in FY 1993, with slight declines over the next 3 fiscal years and significant decreases in fiscal years 1997 and 1998, reaching 30.2 percent and 28 percent, respectively.
