This California Terrorism Response Plan, which is an Annex to the State Emergency Plan, is a key document for guiding the management of emergency and disaster operations related to terrorist incidents; it encompasses not only the State government's response to such incidents, but also the response of all other governmental levels in the State as well as the Federal Government.
Abstract
This plan discusses how the State will respond to terrorist incidents within the State as it updates the existing Nuclear Emergency Terrorism Response Plan of 1991 and expands the scope of terrorism response to all types of terrorist incidents. Much of the content of the plan focuses on responding to weapons of mass destruction, i.e., nuclear, biological, and chemical incidents. It is intended that State and local agencies will use this document, in conjunction with the State Emergency Plan and Hazardous Materials Incident Contingency Plan to develop and revise their plans for responding to terrorist incidents. In its intent to supplement and comply with the Federal Government's efforts to implement the president's policy on terrorism and other relevant Federal legislative efforts, this State document describes both the State and Federal response systems and how they will work together in California; this includes descriptions of the roles, responsibilities, and capabilities of State and Federal agencies and their resources. The plan is the basis for all agencies to develop procedures for responding to a wide range of terrorist incidents and should be used by local governments in conjunction with the Local Planning Guidance on Terrorism Response. In addition to addressing the purpose, scope, and objectives of the plan, this document discusses a threat analysis, operations concepts, and training and exercises. 14 references
