This document is intended to assist medical facilities in California in the development of a plan that will be used to prepare staff to handle emergencies and disasters.
Abstract
The recommendations, although not statutorily required, have the overall goal of minimizing injuries and fatalities of staff and clients as well as physical damage to the facility, while facilitating recovery efforts. Guidance for the development of a medical clinic's disaster/emergency plan encompasses State requirements for community clinics and suggested items to include in the disaster/emergency plan. State requirements for community clinics address the role of the administrator/command staff or designee, the evacuation plan, the transportation plan, and medical management. Suggestions for topics to be covered in the disaster/emergency plan are in the areas of hazard mitigation, preparedness, response, and recovery. Topics discussed under hazard mitigation are hazard vulnerability analysis, structural hazard mitigation, and nonstructural hazard mitigation. Topics related to preparedness are the disaster plan, hazardous materials weapons of mass destruction, managing volunteers, donations management, and training and exercises. The section on response focuses on the emergency operation center and the organizational chart. The section on recovery features a discussion of financial recovery sources. Twelve appendices contain supplemental forms that can be used in plan implementation and a listing of 73 organizational resources at the State and county levels.
