This guide booklet is designed to assist California State and local governments in implementing the State's Emergency Managers Mutual Aid (EMMA) Plan, which is activated when EMMA resources are requested after a local emergency has been declared.
Abstract
Pursuant to the Master Mutual Aid Agreement (MMAA), the California Emergency Council approved the EMMA Plan on November 21, 1997. The EMMA Plan states the policies for the program, including the selection and use of EMMA personnel. Following an explanation of the activation of the EMMA Plan, training procedures are described. Local jurisdictions and State agencies identify candidates for the training course. The flow of resource requests under the EMMA Plan is then depicted in a flow chart. This is followed by checklists for actions to be taken by the local government, the operational area, the Governor's Office of Emergency Services (OES) region, the State OES, and the EMMA coordinator. Each checklist is divided into activities for normal daily operations, activation procedures for jurisdictions that request and respond to mutual aid requests, and deactivation procedures for jurisdictions that request and respond to mutual aid requests. Also included are the forms that pertain to the following: staff personal profile, staff availability, dispatch checklist, check-in and check-out, OES Response Information Management System, and EMMA personnel exit survey.
