During 2002, overcrowding of correctional facilities remained a problem for the Correctional Services Department. Chapter 1, which reports on operations and institutional management, states that during 2002, 10,979 adult males entered Hong Kong correctional facilities, while 5,621 remained in custody. A record of 2,840 female prisoners were housed in Hong Kong correctional facilities as of May 17, 2002, which is 89 percent above the certified female accommodation for these facilities. The number of new female prisoners sentenced to incarceration, 1,757 females, represents an increase of 39 percent from 2001. Despite the challenges of overcrowding, the Hong Kong Correctional Services maintains that all custodial and rehabilitative programs were implemented effectively through improved efficiency and flexibility. Chapter 2, which focuses on rehabilitation, describes the re-sentence assessment services, which are credited with making appropriate rehabilitative placements of in-coming prisoners. Many of the Correctional Services rehabilitation programs are discussed, including psychological services, education, vocational training, aftercare services, supervision schemes, the half-way house program, and religious services. Chapter 3 focuses on the human resources management of the Hong Kong Correctional Services and describes recruitment and training policies, staff relations and welfare, sports and recreation, community involvement, and the awards and commendations that were awarded to staff members in 2002. Chapter 4 describes quality assurance within the Hong Kong Correctional Services and looks specifically at the Complaints Investigation Unit and the Inspectorate and Security Unit. Chapter 5 discusses the administration aspect of the Correctional Services, such as information technology capacities, the 2002 annual budget, and public relations and information. Chapter 6 describes the Correctional Services Industries (CSI), in which approximately 7,343 prisoners and inmates engage daily in 13 trades of industrial business. The main businesses of CSI include laundry services, furniture making, garment making, hospital linen production, bookbinding, and envelope and sign making. Finally, chapter 7 discusses compliance with environmental protection legislation. Data are offered on energy conservation, waste reduction and recycling, and the procurement and use of environmentally-friendly products and materials. Tables, appendix
