This report presents crime and criminal justice statistics for each of 39 European countries.
Abstract
Because a full complement of such data would have put an unduly heavy administrative burden on the involved countries, the data were collected for key items (crimes, suspects, and convictions for selected offenses); and the data were collected only for non-key items (number of minors, females, aliens and sanctions/measures, resources, and prison capacity). The data were not available in many countries at the time of data collection. The chapter on "Police Statistics" (offenses and offenders recorded by the police and police staff) provides information on the volume of crime and the number of suspected offenders in each country; most of the data are available as time series data. The selected offenses focus almost exclusively (except for drug offenses) on so-called "traditional" crimes. The chapter on "Prosecution Statistics" addresses the outcome of procedures at the public prosecutor's level. It also presents data on the staff of the prosecuting authorities. Unlike most other tables in this report, this chapter does not provide a breakdown of specific types of offenses, but rather covers all offenses managed by the prosecuting authorities. The tables in the chapter on "Conviction Statistics" cover persons who have been convicted. Information is presented by offenses; the sex, age group, and nationality of the offender; and the type of sanctions imposed and the duration of unsuspended custodial sentences. The chapter on "Correctional Statistics" contains data on prison populations that were obtained through the European Sourcebook questionnaire on persons under the supervision or care of an agent of the correctional services, or in community service. Data on electronic monitoring were available for fewer than 10 countries. The concluding chapter presents data from the international crime victimization surveys on crimes against individuals and households. Average rates are indicated for all three sweeps together. Generally, the chapters are subdivided into four sections: general comments, tables, technical information, and sources. Appended offense definitions and population figures
