This document is the Second Periodic Report of the Republic of Trinidad and Tobago submitted in accordance with article 44, paragraph 1(b) of the Convention on the Rights of the Child. The text of the 1996 guidelines has been included in the report to assist in understanding the structure of the report. The Second Periodic Report covers a 5-year period from 1994 to 1999. It provides information on the measures adopted by the Government of Trinidad and Tobago reflecting the progress made in the rights of children. The report was produced by the Human Rights Unit of the Ministry of the Attorney General which was formed in 1999. The report is divided into eight chapters: (1) general measures of implementation- measures taken to harmonize national legislation and polices relating to children, mechanisms to coordinate and monitor implementation of the convention, and measures taken to make the convention widely known to the public; (2) definition of the child; (3) general principles- non-discrimination, best interests of the child, right to life, survival and development, and respect for the views of the child; (4) civil rights and freedoms; (5) family environment and alternative care; (6) basic health and welfare; (7) education, leisure, and cultural activities; and (8) special protection measures- children in situations of emergency, children involved with the system of administration of juvenile justice, children in situations of exploitation, and children belonging to a minority or an indigenous group.
