The total recommended funding for FY 2005 is an estimated $12.6 billion, an increase of $566.3 million over the FY 2004 budget. Funding for prevention, including research, will consist of an estimated 15.6 percent of the budget, a 7.6-percent increase from the previous fiscal year. Funding for drug treatment, including research, will be 29.4 percent of the budget, a 9.6-percent increase from the previous year. Domestic drug law enforcement will receive 25.3 percent of the budget, a 3.9-percent increase from the previous year, and interdiction activities will receive 20.6 percent of the budget, a 4.5-percent increase from last year. Funding for international drug law enforcement will be 9.1 percent of the budget, a 1.4-percent increase from FY 2004. For each of the three major areas of the drug strategy, related Federal programs are described, and the funding amount designated for the program is indicated. This report also evaluates 12 drug control programs in the areas of purpose, planning, management, and results to determine their overall effectiveness rating according to documents prepared under the Government Performance and Results Act.
