Abstract
This document was developed by the Bureau of Alcohol, Tobacco, and Firearms (ATF) to provide safety and security information to Federal firearms licensees (FFL’s). The document provides a listing of phone numbers for ATF Criminal Enforcement Field Divisions and Regulatory District Offices. This is followed by a theft and vulnerability assessment to help FFL’s determine what level of security to utilize to reduce their risk of theft/loss and increase their level of personal safety. The information provided in the assessment was developed through analysis of data reported between September 1994 and December 1997. The next section provides steps that FFL’s can take to reduce their vulnerability to theft/loss and personal injury. These steps include security protocols; employee screening; use of business construction, surroundings, and security systems; and tips for valued customers. The next section discusses firearms theft and loss-reporting procedures required of FFL’s. In 1994, the Violent Crime Control and Law Enforcement Act was signed into law. This law requires FFL’s to report any theft or loss of firearms from their inventory or collection to ATF and the appropriate local law enforcement authorities within 48 hours after the theft or loss is discovered. Along with the required reporting procedures, this section contains a copy of the Federal Firearms Licensee Theft/Loss Report form. This is followed by a listing of basic firearms safety rules and information for the disposition of firearms.
