In 1996, 34,040 people in the United States were killed with guns. In 1997, offenders age 18, 19, and 20 ranked first, second, and third in the number of gun homicides committed. Of all gun homicides where an offender was identified, 24 percent were committed by this age group, which is consistent with the historical pattern of gun homicides over the past 10 years. This collaborative report by the U.S. Department of the Treasury and the U.S. Department of Justice focuses primarily on firearm homicides and other gun crime in the age group of 18 to 20. The report reviews past and current firearm laws focusing on provisions to reduce youth crime, such as the Gun Control Act of 1968, the Youth Handgun Safety Act of 1994, the Violent Crime Control and the Law Enforcement Act of 1994, and Youth Gun Crime Enforcement Act of 1999. Statistical information is presented on gun homicide offenders, specifically in the 18 to 20 year old age group with specific data in the areas of, but not limited to, gun homicide offenders by age group, percentage of homicide offenders using a firearm by age group for the years 1976-1997, crime gun possession by age in selected cities, types of guns recovered in selected cities, type of crime associated with crime guns recovered, time-to-crime associated with crime guns recovered, most frequent crime gun trace requests by type, manufacturer, and caliber of firearm, and involvement of used guns in ATF illegal trafficking investigations involving juveniles and youth.
