This annual report from the Office of the Ombudsman in the State of Hawaii presents information and selected case summaries on fiscal year 2002-2003 in relation to complaints filed by the public on injustices or maladministration by executive agencies of the State and county governments.
Abstract
The Office of the Ombudsman is a service to the public provided by the Hawaii State Legislature and receives and investigates complaints from the public about any action or inaction by any officer or employee of an executive agency of the State and county governments. The Ombudsman recommends corrective action to agencies and criticizes agency actions. The Ombudsman accepts and investigates complaints and improves administrative processes and procedures by recommending appropriate solutions and suggesting appropriate amendments to rules, regulations, or statutes. This 2002-2003 annual report of the Ombudsman is presented to the State Legislature pursuant to Section 96-16 of the Hawaii revised statutes. The report presents an overview of the office workload which includes a 2 year comparison, staff changes, outreach efforts, and information related to the United States Ombudsman Association. Statistical data include information on, but not limited to: numbers and types of inquiries, distribution of population and inquirers by residence, means of receipt of inquiries by residence, distribution and disposition of substantiated jurisdictional complaints by agency, distribution of non-jurisdictional complaints, and inquiries carried over to fiscal year 2002-2003 and their dispositions, and inquiries carried over to fiscal year 2003-2004. The report concludes with summaries of selected cases investigated by the office. Each case summary is listed under the State government department or the county government involved in the complaint or inquiry which include: Department of Accounting and General Services, Department of Education, Department of Health, Department of Public Safety, and Department of Transportation.
