This 2002 Annual Report presents information about the organization and activities of the Lincoln Police Department (LPD).
Abstract
Lincoln, NE enjoys a violent crime rate well below the national average for cities of the same size. 2002 witnessed a slight decrease in the crime rate, further raising the high quality of life in Lincoln. One of the main crime threats to Lincoln is the production and abuse of methamphetamine. Following the introduction by the Chief of Police, the mission, values, and goals of the LPD are presented. The Year In Review section offers brief monthly narratives of the main crime stories or Department accomplishments. This is followed by a listing of recipients of various awards, including the marksmanship award and the safe driving award. Exemplary programs of the LPD are highlighted in the next section. The LPD hosted the May 2002 Methamphetamine Summit in an effort to counter the increasing methamphetamine threat to Lincoln. The October 2002 installation of the Rapid Brass Identification system and LPD’s participation in domestic preparedness initiatives are described. The following section describes the organization and management of the LPD and introduces the various divisions, units, and teams. The department budget is presented, including information on expenditures by Division, personnel allocations, and the salary schedule for fiscal year 2002-2003. The fiscal year 2002-2003 budget was $27,494,062, a 4.3 percent increase compared to fiscal year 2001-2002. Next, tables present data regarding calls for service and crime rates. The total number of Part 1 offenses for 2002 was 14,710, while Part 2 offenses totaled 12,714. Data concerning Part 1 Index Crimes for 1993 through 2002 are presented, as well as a crime rate comparison by city. Other data presented in the annual report include tables on traffic citations, criminal arrests and citations, traffic accidents, unit statistics, department personnel, and 2002 retirements. Tables
