This Annual Report of the Illinois Criminal Justice Information Authority (July 1, 2001-June 30, 2002) addresses activities designed to counter drug abuse and violent crime under funding through the Federal Edward Byrne Memorial State and Local Law Enforcement Assistance Formula Grant Program.
Abstract
During fiscal year 2002 the Authority disbursed over $13 million in Federal funds to 22 programs under 11 Federal purpose areas. A total of 134 projects targeted many components of Illinois' criminal justice system, including law enforcement, prosecution, defense services, corrections, treatment, and education. The focus was on reducing drug supplies in the States as well as the incidence of violent crime. Effective programs were continued in the areas of drug offender apprehension, prosecution, and treatment options. Anti-violence programs were maintained to enhance the supervision of domestic-violence offenders, increase the commitment of sexually dangerous persons, and provide police with new tools for apprehending sexual predators who target victims through the Internet. In June 2000, the Authority convened a State Criminal Justice Planning Assembly that involved 135 policymakers, service providers, researchers, practitioners, and elected officials. Work groups addressed drug and violent crime, juvenile crime, offender services, victims of violent crime, community capacity-building, and information systems and technology. Ad hoc advisory committees were established from the membership of the work groups to refine the goals and objectives of the Assembly and develop action steps to reflect the identified priorities. Each of the projects profiled in this report is consistent with the plan developed through this process, as well as with the Byrne Multi-Year Strategy. Internal analyses and external program evaluations determined the impact of current efforts and identified issues for future planning. The overall effort to reduce the prevalence of drug abuse and the incidence of violent crime in Illinois continues to emphasize an integrated and coordinated approach by all components of the criminal justice system.
