This CD-ROM offers a two-part training program for law enforcement officers on identity theft.
Abstract
Part 1 of the program is a 10-minute video on identity crime and experiences in combating it. The video is on the CD-ROM and not contained in a separate videocassette. The video portion of the program describes the crime of identity theft, types of identity thefts, and discusses why it is important to aggressively combat identity theft. The video explains that advances in technology have made it easier for average citizens to commit complex identity crimes that would have previously required specialized knowledge. Identity theft has been linked with local, national, and international crime organizations and is usually associated with the commission of other types of crimes. Next, the video turns to a discussion of what is working for law enforcement agencies around the country in terms of assisting victims of identity theft. What officers should be aware of while patrolling the streets is discussed, as some points associated with taking the report and offering guidance and resources to victims. Some agencies have developed a resource guide that helps victims contact the correct agencies and begin to clear their name. Recruiting the assistance of other agencies in the investigation of identity theft is suggested. Finally, the video describes the Federal Trade Commission’s (FTC) Identity Theft Database which offers information on victims and perpetrators of identity theft. Part 2 of the CD-ROM offers more than 50 investigative and victim assistance resources, such as the FTC’s Identity Theft Victim Guidebook and the Best Practices Guide for Identity Crime. Printable video notes are offered.
