Since 1999, the Onondaga County Probation Department has based its policies and programs on the concept of community supervision. Law enforcement partnerships encompass probation/police details and agency liaisons that facilitate cooperation and the exchange of information. There has been a focus on countering youth violence. Efforts in juvenile justice reform have continued in 2003, notably in two collaborations designed to enhance programs for 16 and 17 year old status offenders. The Probation Department has also established cooperative relationships with various community agencies committed to preventing crime and facilitating positive citizen development. In 2003, the fifth city Community Reporting Office was opened. These offices permit probationers to report in their own neighborhoods and facilitate linking them to the various services offered by community partners. Specialized probation programs are operated for drunk-driving offenders and domestic-violence offenders. Programs that constitute alternatives to incarceration include electronic home confinement, intensive supervision, probation day reporting, a residential program, pretrial release supervision, a conditional release program, and enhanced supervision for juveniles. A total of 3,547 cases were under supervision at the end of 2003, and 3,919 investigations had been completed in 2003. Data are also provided on fees and restitution collected, inmate releases, new cases received, probation violations, workload, drug screens, probationer characteristics, and training and qualifications for probation officers.
