This report provides comprehensive recidivism rates for juvenile offenders released from residential placements in Delaware between 1994 and 2003.
Abstract
The recidivism rates are distinguished for level III (nonsecure residential placements); level IV (staff secure programs); and level V (locked secure placement). The measure of recidivism was a felony rearrest, not a conviction, following release from a placement. Recidivism rates are reported for four intervals: 6, 12, 18, and 24 months. Juveniles tracked for at least 12 months after their release from 3,559 level V placement episodes showed a decrease in recidivism rate from 58 percent released during fiscal year 1995 to 44 percent for those released in fiscal year 2002. Juveniles tracked for at least 12 months after release from 3,440 level IV place episodes showed a decrease in recidivism rate from 54 percent in fiscal year 1996 to 40 percent in fiscal year 2002. Juveniles tracked for at least 12 months after their release from 554 level III placement episodes showed a decrease in the recidivism rate from 35 percent in fiscal year 1996 to 31 percent in fiscal year 2002. Recidivism data are presented by level of sanction and by individual programs within each security level. 39 tables and 3 figures
