This report provides an annual overview of services and programs and custody information on juvenile offenders detained at the Hillbrook Detention Center in Onondaga County, NY for the year of 2003.
Abstract
The Hillbrook Detention Center located in Onondaga County, NY, and overseen by the Onondago Probation Department provides mandated secure and non-secure detention services for youth ages 10 to 18. Juvenile delinquents are remanded to Hillbrook through the Family Court. In addition, youth prosecuted in criminal court and charged as juvenile offenders can also be housed in Hillbrook until sentencing. This annual report on the Hillbrook Detention Center provides an overview of services and programs offered to youth within the various departments for the year 2003. It also provides custody information, including admissions and releases for both secure and non-secure detention. The departments presented with services discussed include: education, social work, medical, childcare, inter-religious council, foster grandparents, volunteers, literacy program, and students. Many community agencies provide workshops to youth at Hillbrook assisting residents with developing a fundamental understanding of critical issues for youth, such as peer pressure, bullying, conflict resolution, teen sexuality, and male responsibility. Agencies that provided some of the above listed services to the youth at Hillbrook in 2003 included but were not limited to AIDS Community Resources, Adolescent Risk Reduction Initiative, Girls Incorporated, Planned Parenthood, Syracuse Community Health Center, and CONTACT Community Services (Anger Management). In 2003, the total number of secure detention admissions was 420 with an average length of stay of 23.9 days and the total number of non-secure detention admissions was 236 with an average length of stay of 20 days.
