The target audience for this guidebook consists of program administrators and board members and onsite program coordinators and staff. The program components discussed are grouped into five separate, yet interrelated, categories that constitute a foundation for program success: strong agency capacity, proven program design, effective community partnerships, sustainable resource development, and useful program evaluation. Within each of these categories, specific components of program success and stability are identified. For each component, a narrative explains why it is important and the nature of policies and procedures for implementing the component. A list of self-assessment questions helps readers think about where they are in the process of developing the component. Key resources are listed to help readers develop and implement the program components.
