Under the Council of Europe, the Committee of Experts in conjunction with the United Kingdom Home Office, the Dutch Ministry of Justice Research and Documentation Center, and the Swiss Department of Foreign Affairs, data were collected on offenses and offenders in the areas of police, prosecution, conviction, and corrections creating the second edition on crime and criminal justice in 39 European countries for the years 1995-2000. To improve the comparability of figures, changes were made to the second edition to include: data on offenses recorded by the police in countries from Central and Eastern Europe and data on correctional statistics and on the use of alternative sanctions throughout Europe. The data were divided into two areas: key items and non-key items. The area of key items included: crimes, suspects, and convictions for selected offenses only. The area of non-key items included: number of minors, females, aliens and sanctions/measures, resources, and prison capacity. The sourcebook is divided into four main chapters: police statistics, prosecution statistics, conviction statistics, and correctional statistics. Police statistics provides information on the volume of crime and the number of suspected offenders in each country. The chapter on prosecution statistics deals with the outcome of procedures at public prosecutor's level during these targeted years, as well as data on the staff of the prosecuting authorities in 1999. Conviction statistics concern persons who have been found guilty and convicted of having committed one of the selected offenses. The final chapter on correctional statistics contains data on prison populations for the years 1995-2000. Data were also provided from the international crime victimization surveys (ICVS) on crimes against individuals and households, conducted in 1992, 1996, and 2000. Tables and appendices I and II
