Abstract
A total of 6,792 personal/private firearm permit applications were processed statewide during calendar year 2003, a 2.8-percent decrease from the number of applications processed in 2002. Of the applications processed in 2003, 94.5 percent (6,417) were approved and resulted in issued permits; 3.8 percent were approved but subsequently voided after the applicants failed to return for their permits within a specified time period; and 1.7 percent were rejected due to 1 or more disqualifying factors. The proportion of rejections increased slightly in 2003, up from 1.5 percent reported for 2002. By far the most common reason for rejections in 2003 was a court-ordered alcohol abuse assessment following a conviction for driving under the influence, which the police departments interprets as a form of mental health treatment, thus becoming grounds for rejections. The permits issued covered 14,924 firearms registered. Half of the permits issued were annual longarm permits, and 45.4 percent were permits to acquire handguns. On the whole, firearm registrations have increased slightly over the 4 years that these data have been systematically compiled and reported. Data are also provided on confiscations and licenses to carry. 3 figures, 3 tables, and 1 reference
