This 2003 Annual Report of the Columbus Division of Police (Ohio) profiles its mission and values, organizational structure, the operations of its various subdivisions, highlights of the year's activities, personnel, finances, and offense and arrest statistics.
Abstract
The structures and 2003 operations are described for the following subdivisions of the Division of Police: Administrative, Investigative, Patrol East, Patrol West, and Support Services. In 2003 the Division trained all its personnel in the use of the CrisNet computer system, which enables officers on the street to have a mobile office, as many administrative tasks that previously required the officer to leave his/her cruiser can now be done with a touch of a button. Twenty-eight officers and civilian personnel were released in 2003 to fight in the Iraqi war. The Division's Defensive Tactics Unit created training to respond to real world threats by providing tactical response training to patrol officers. The Division conducted weekly crime strategy meetings to discuss current crime trends and how best to address those trends with available resources. In addition to offense statistics analysis, crime analysts obtain information from community residents and division personnel to identify specific problems. Measurable goals are then projected for each area. As of December 31, 2003, the Division had 1,779 sworn personnel, and 2003 actual expenditures amounted to $192,483,512. The total Uniform Crime Index offenses for 2003 were 61,031, a 7.3-percent decrease from 2002.
