This guide offers assistance on implementing the Operation Weed and Seed strategy in local communities.
Abstract
Operation Weed and Seed is a comprehensive strategy to target neighborhoods around the country with the most serious crime problems and work toward reducing and preventing crime in those areas through a coordinated, multi-disciplinary approach. This guide is designed to steer communities toward resources that will assist them in implementing local Weed and Seed strategies. The guide describes the Federal budget fiscal year, the grants process, and general Federal funding resources. A textbox offers Internet links to grant writing resources. Following the introduction, the guide is divided into three sections representing the main Weed and Seed strategy elements: Law Enforcement and Community Policing; Prevention, Intervention, and Treatment; and Neighborhood Revitalization. The Law Enforcement and Community Policing section describes the different types of law enforcement initiatives and grant programs designed to reduce and prevent neighborhood-level crime. Various programs of the Drug Enforcement Administration (DEA) are described, as are the operations of emergency preparedness agencies, environmental agencies, the Department of Housing and Urban Development (HUD), Homeland Security, and victim assistance services among others. The section on Prevention, Intervention, and Treatment describes community-level programs that strive to prevent or intervene in the criminal activities of individuals. After-school programs, financial assistance to low income families, educational programs, faith-based programs, nutrition programs, health-related programs, and juvenile programs are described with resources for additional information. The final section details programs aimed at neighborhood revitalization, such as HUD-funded economic and community development block grant programs, housing programs, environmental programs, and job development programs. A listing is provided of all the Federal agencies mentioned in this guide, along with their URL addresses.
