This report on the Royal Canadian Mounted Police (RCMP) management plans and priorities for the period of April 2003 thru March 2004, outlines the agency’s main initiatives, priorities, and expected outcomes for the coming year.
Abstract
The focus of the RCMP management strategy consists of prioritizing their enforcement efforts on Organized Crime, Terrorism, Youth, International Policing, and serving Canada’s Aboriginal communities. To this end, their strategic focus (or core functions), involves Prevention and Education, Intelligence, Investigations, Enforcement and Dignitary Protection. All of these strategic priorities and focal issues are achieved by the use of Integrated Policing. To accomplish these objectives, the RCMP will use prevention and education to provide citizens with the information and tools to avoid criminal victimization and to discourage and avert involvement in criminal activities. Intelligence, the timely analysis of crime incidence, criminals and criminal groups, is vital to the RCMP in its effort to combat these threats to society. Investigations, which involves diligent and detailed inquiries into violations of the Criminal Code is also a critical focus; as is enforcement, the pursuit and arrest of violators; and the executive protection of Canadian and visiting foreign dignitaries. This report also covers the business end of the RCMP’s operations including extensive financial data on operational and administrative expenses, including planned objectives and spending. An organizational chart is provided along with maps and directories of RCMP regions and divisions throughout Canada. There is an extensive listing of Collective Initiatives, which describes the various RCMP programs, projects, and partnerships with both public and private agencies. 2 financial appendices
