This report from the town of Mount Pleasant, SC issues a Request for Proposals (RFP) for a law enforcement computer system capable of integration with the Town’s computer network.
Abstract
This RFP contains 10 sections, the first of which presents the invitation to bidders, which describes the general requirements for the law enforcement computer system and for the proposals. Bidders are instructed that their proposals must include all costs, labor/installation, equipment, materials, hardware, software, wiring, training, testing, and certification of the computer system. The time and place of the pre-proposal conference to review the scope of the work is presented. Section 2 contains the instructions to bidders, including how submissions should be prepared, when proposals will be opened, and the award criteria for the project. Section 2 also describes bidders’ responsibilities in the proposal process, as well as the required bonds, insurance, and warranties. Section 3 describes general conditions of the proposals process, including instructions for an addendum and an outline of the award selection and contract award procedures. Also contained in this section is a description of required contract documents, termination procedures, and issues regarding subcontracting. Other requirements for working with the town of Mount Pleasant are enumerated, such as the requirement of a drug-free workplace. Section 4 provides submittal requirements, such as required documentation, schedule and budget requirements, submittal statements, and submittal opening. Section 5 describes the scope of services and specifications. A general summary of the project is presented that includes a description of the town of Mount Pleasant’s current computer system and a proposed approach for training and implementation of the new law enforcement computer system. Section 6 offers the criteria for the proposal evaluation process; proposals will be considered on the basis of numerous qualifications, such as the firm’s capability and experience, the ability to meet or exceed the functional requirements of the RFP, and the demonstrable ability of the user to quickly learn and use the system, among other criteria. Section 7 provides the required submittal forms, while section 8 presents a model proposed contract. Section 9 offers an explanation of the abbreviations used throughout the report, while section 10 presents the required system specification forms to be included with the proposal.
