This seventh edition of the United States Sentencing Commission's "Sourcebook of Federal Sentencing Statistics" contains descriptive statistics on the application of the Federal sentencing guidelines, along with selected district, circuit, and national sentencing data for fiscal year 2002 (October 1, 2001, through September 30, 2002).
Abstract
The data presented in this report pertain only to cases sentenced under the Federal sentencing guidelines prior to the enactment of the PROTECT Act. The data show the document submission rate of each circuit and district as well as the number of guideline offenders in each circuit and district. Figures and tables that pertain to primary offense and offender characteristics address the distribution of offenders in each primary offense category, guideline offenders in each primary offense category, and the number of guideline offenders in selected offense types. For each primary offense category, tables show the race, gender, age, education, and citizenship of offenders. Data also cover guilty pleas and trial rates. Sentencing information encompasses the average sentence length, the average length of imprisonment, fines and restitution, imprisonment rates of offenders eligible for nonprison sentences, and the type of sentence imposed on offenders in each sentencing zone. Data are also provided on various types of guideline applications as well as departures and sentences within the guideline range. Separate sections of the report provide data on sentencing in drug cases and immigration cases. Separate sections also provide data on the sentencing of organizations and sentencing appeals.
