This documents presents the 2003 Annual Report of the District of Columbia Courts.
Abstract
A report from the Joint Committee on Judicial Administration, which is the policymaking body for the District of Columbia Courts, describes the calendar year 2003 strategic plan which identifies five areas of importance to the Courts: enhancing the administration of justice; broadening access to justice and service to the public; promoting competence, professionalism, and civility; improving court facilities and technology; and building trust and confidence. Progress made during 2003 toward reaching these goals is enumerated. Also included in this section is a discussion of the budget and spending analysis for 2003 and 2004, as well as a description of the organization and Committees of the District of Columbia Courts. Section 2 describes the significant decisions the Court of Appeals made in 2003. The judges of the Court of Appeals are introduced, a report of Chief Judge Annice Wagner is offered, and the administrative structure of the Court of Appeals is described. Several tables offer statistical information about the Court of Appeals. Section 3 presents the activities and structure of the Superior Court during 2003 and includes a report from Chief Judge Rufus King, III. The Judges and Magistrate Judges of the Superior Court are introduced and the administrative structure is described. Several tables offer a statistical overview of the Superior Court activities for 2003, including data on new case filings, case dispositions, pending caseloads, and major caseload trends from 1999 through 2003. The following series of tables present statistical information about Superior Court operations for 2003 by type of activity, including criminal case activity, civil case activity, family court case activity, probate case activity, multi-door dispute resolution activity, social services activity, domestic violence activity, and special operations activity. Section 4 presents the administrative structure of the Court system and offers a report from Executive Officer Anne Wicks.
