The workshop's objectives were to foster an appreciation for the importance of prison management styles and procedures that ensure the protection of inmates' human rights as defined by international bodies; to pool ideas on how to implement human rights in prisons; and to learn how to design and implement a plan of prison management that reflects international human rights standards. The first day of the workshop addressed the rationale for implementing human rights in prison management, international standards for the management of inmates, and prison staff rights. A film was shown to highlight universal standards for operating prisons and how they have been followed in various regions of the world. On the second day, the concept of designing action plans was introduced; and on the third day, workshop participants composed their first action plans in groups of five. The groups were assigned different areas of prison management, such as health and hygiene and accommodation. On the fourth day, participants developed action plans on their own, followed by critiques by other participants. On the last day, participants were also guided in discussing open prisons as a model of best practices and community service as an alternative to imprisonment. This report contains the training guide, which includes the full list of topics covered in the workshop and the text of the Standard Minimum Rules for the Treatment of Prisoners. The report includes a model of good practice, a description of India's open prison system, and all of the speeches delivered at the workshop. The program schedule and a participant's list are provided.
