COPS, the FBI, and the Bureau of Justice Assistance jointly advertise their training and technical assistance services for homeland security through a variety of methods, including a Web site. In 2003, a professional-development counterterrorism training module for law enforcement executives was piloted at both the COPS annual conference and the National Sheriffs' Association conference. COPS also funded the Police Executive Research Forum's project entitled Community Policing in a Security Conscious World, which included training for law enforcement executives in various counterterrorism measures. The FBI and COPS are also delivering State and local antiterrorism training through the COPS network of local Regional Community Policing Institutes. In fiscal year 2003, the COPS Office awarded $60 million in grants to 294 agencies in 50 States and the District of Columbia through the Homeland Security Overtime Program, which supplemented officer overtime salaries for the 1-year grant period in support of homeland-security and community-policing efforts. In March 2004, the COPS Office announced a second grant program of $27.1 million for hiring additional officers under the COPS Universal Hiring Program. The COPS Office has produced several publications on counterterrorism topics. Five of these publications are summarized in this report. Future COPS publications on homeland security are described as well.
