In support of improving the consistency and effectiveness of community supervision and management of juvenile sexual offenders, case management protocols were developed for the Virginia Department of Juvenile Justice (VDJJ), reflecting a best practices model for community-based management of juvenile sexual offenders piloted by the Norfolk Court Services Unit. The case management protocols apply to those youth placed on community supervision following adjudication and sentencing and youth returning to the community following court-ordered correctional or residential placement. The protocols provide decision-support to probation and parole officers in making specific determinations: (1) appropriate community care; (2) the type and level of intensity of supervisory and intervention services; and (3) the offender’s readiness for termination of clinical and legal services. The report is divided into two main sections: risk profiles and corresponding levels of supervision and the case management protocols. The protocols include the areas of probation or community supervision following adjudication and probation and parole residential placement. Appendixes A-C
