This Memorandum of Agreement is entered by and among North Carolina's Department of Correction, the Department of Health and Human Services, the Department of Commerce, and the Community College System for the purpose of developing a comprehensive offender management strategy that will ensure public safety by reducing recidivism and addressing the supervision and service needs of released inmates returning to local communities.
Abstract
Under this Memorandum, the specified State agencies agree to collaborate in using existing resources, programs, and services to achieve the stated goal of successful offender reintegration. The functions to be performed by each partner in the agreement are specified. The centerpiece program featured in the agreement is the Going Home Initiative, which implements a systemic model for screening and assessing offenders, matching them to appropriate interventions, managing their case plans, and assisting in their successful community reintegration. The target population for this initiative includes serious and violent adult offenders who are judged to pose a serious risk to public safety based on their risk of recidivating. Offenders who meet the eligibility criteria will be screened and assessed with standardized instruments that focus on their risk to public safety and their criminogenic and service needs, such as targeted treatment, housing, educational services, and employment services. The initiative will also monitor and track various outcomes under the functions performed by the partners in the agreement.
