This article presents results from two individual surveys from the Council of Europe on prison population for 2002 and on community sanctions and measures (CSM) for 2001.
Abstract
The Council of Europe’s annual penal statistics survey, SPACE I on prison populations from 48 countries utilized a new formulated questionnaire focusing on prison population for 2002, as well as prison entry flows, lengths of imprisonment, and prison incidents, such as escapes, deaths, and suicides. Additional information was tabulated on prison staff, such as full and part-time staff. The Council of Europe’s penal statistics survey, Space II, gathered specific information on community sanctions and measures (CSM) from 48 countries for the year 2001. For this survey, CSM's were understood as sanctions and measures which maintain the offender in the community and involve some restriction of his/her liberty through the imposition of conditions. The Space II survey was only concerned with measures taken subsequent to the passing of a sentence. Types of community sanctions and measures reported include: deferral, treatment ordered ab initio, compensation order, community service, probation, electronic monitoring, semi-liberty ordered ab initio, conditional release, and combined sanctions and measures.
