This report describes the activities of the September 11th Victim Compensation Fund of 2001, provides an accounting of the operation and administration of the Fund, and the final resolution of all claims.
Abstract
In the aftermath of the tragic events of September 11, 2001, the U.S. Department of Justice, created the Victim Compensation Fund of 2001. The Fund provides for those directly affected by the attack. As of this report, over $7,049 billion had been distributed to survivors of 2,880 persons killed in the September 11th attacks and to 2,680 individuals who were injured in the attacks or in the rescue efforts. Ninety-seven percent of the families of deceased victims received compensation through the Fund. This report presents an overview of the Fund's activities and is divided into five parts. Part 1 of the report describes the legislation which created the Fund, and the development and implementation of the regulations and policy decisions which guided the operation and administration of the Fund. Part 2 outlines the adopted guidelines to evaluate and pay claims and the administrative process to accomplish these tasks. Part 3 addresses issues that should be considered in the event of future attacks in relation to a similar compensation program. Part 4 describes the demographics of the claimant and victim population, processing statistics and a breakdown of the distribution of awards. Lastly, part 5 concludes by providing relevant Fund documents and information, such as final Fund regulations, compensation forms, sample letters, and award payment statistics. Tables and exhibits
