The bulletin also presents information about mentally disordered offenders who are not subject to restriction orders. A total of 3,118 restricted patients were detained in hospitals as of December 31, 2003, representing a 4-percent increase over 2002. During 2003, 1,080 restricted patients were admitted to hospitals, a 7-percent increase from 2002 admissions. Also during 2003, 559 patients were admitted to hospitals under unrestricted hospital order, 15 percent less than in 2002. A total of 196 restricted patients were admitted under hospital orders, a decrease from the 216 admitted under hospital orders in 2002. The proportion of admissions convicted of a violent offense dropped from 48 percent in 1993 to 36 percent in 2003. Violence and sexual offenses were more common among patients aged 40 years and older. The number of restricted patients recalled to hospitals rose from 83 in 2002 to 118 in 2003, while the number of transfers from prison to hospitals increased from 644 to 721 during the same period. A full 73 percent of restricted patients were diagnosed as having a mental illness and an additional 14 percent were diagnosed as having some form of psychopathic disorder.
