This June 2004 newsletter of the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) features a report on the 127th International Training Course entitled, "Implementing Effective Measures for the Treatment of Offenders After Fifty Years of United Nations Standard Setting in Crime Prevention and Criminal Justice."
Abstract
This training course was conducted from May 17 to June 24, 2004. During the course, participants examined the current status of the treatment of offenders in various countries as measured by U.N. Standards and Norms in Crime Prevention and Criminal Justice, with special reference to the Standard Minimum Rules for the Treatment of Prisoners and the U.N. Standard Minimum Rules for Non-Custodial Measures. Discussions focused on the promotion of sentencing alternatives to imprisonment, the administration of penal institutions, and the promotion of effective treatment programs for offenders. This report also lists attendees at the Ninth Special Seminar for Senior Criminal Justice Officials of the People's Republic of China, which was held from February 21 through March 11, 2004. The seminar's theme was "Effective Criminal Justice Administration in Accordance with United Nations Standards and Norms: The Proper Way for the Protection of Rights and Punishment of Crimes." Attendees are also listed for the Third Seminar on the Judicial System for Tajikistan, which was held from March 1 to March 19, 2004. This seminar focused on measures for preventing juvenile crime, the treatment of juvenile offenders in correctional facilities, and support for the reintegration of offenders after release. The newsletter also provides information on forthcoming training programs and reports on UNAFEI faculty changes and overseas trips by staff. The faculty and staff of UNAFEI are listed.
