Under the U.S. Department of Justice, Office of Justice Programs and through the formation of the Global Justice Information Sharing Initiative, Global Intelligence Working Group (GIWG), the Criminal Intelligence Coordinating Council (CICC) was created in 2004 to address past inadequacies of the United States intelligence process and establish a linkage needed to all levels of government (local, State, tribal, and Federal law enforcement and Homeland Security). Since the establishment of the CICC, valuable products and projects have been developed for law enforcement use in their crime fighting efforts, such as the National Criminal Intelligence Sharing Plan (NCISP) minimum training standards and Chief Executive Curriculum Law Enforcement Intelligence Unit (LEIU) audit checklist. In order to keep citizens safe, the CICC will continue to be responsive to the needs of local law enforcement and work towards their goal of an integrated unified national intelligence effort.
