This 2004 Annual Report provides data and information on the residents and programs of the Hillbrook Detention Center, which is a secure juvenile detention facility administered by the Onondaga County Probation Department.
Abstract
The family court remands juveniles charged with a crime to Hillbrook until the court concludes their case. Juveniles prosecuted in criminal court charged as "juvenile offenders" may also be housed in Hillbrook until their sentencing. In addition to providing safe and secure detention, Hillbrook seeks to improve the pro-social skills of residents, foster character development, and teach skills for successful reintegration into the community. Total admissions in 2004 were 440. The facility has 40,000 square feet on 14 acres and can house 14,000 youth. Two full-time certified teachers provide instruction in English/language arts, math, science, and art. Social workers assigned to each resident are responsible for contact with parents, guardians, probation officers, caseworkers, family court, and all persons involved with the resident while at Hillbrook. Upon admission, each juvenile receives a physical, and two full-time nurses and contracted physicians provide ongoing medical care. Counselors supervise residents, and two part-time chaplains provide spiritual support for residents and their families and enlist the services of many volunteers to assist in pro-social activities for residents. Onondaga County contracts with Hillside Children's Center for nonsecure detention services in a group home setting.
