The report provides an overview of case management and treatment services, commitment and demographic statistics about the youth served, fiscal information, and outcome indicators such as discharges, recidivism, and academic achievement. During fiscal year 2004, a total of 1,277 youth were committed to the DYS, 81.2 percent of whom were male. On average these committed youth were 15 years of age and had completed 8.9 years of schooling at the time of commitment. Of the committed youths, 9.2 percent were committed for serious felonies, 41.6 percent were committed for less serious felonies, 9.2 percent were committed for juvenile offenses, and 40.1 percent were committed for misdemeanors and other non-felonies. The DYS operates on a case management system in which service coordinators provide the primary link between DYS, the youth and their family, and the local courts. An Intensive Case Monitoring program works by providing social service aides who maintain frequent contact with DYS youth who are in aftercare or community care. Short descriptions are offered of the treatment services provided to youth by the DYS, including day treatment, community care services, and job programs. During fiscal year 2004, the recidivism rate was 8.1 percent, continuing a 5-year trend of low recidivism rates. Figures, tables, appendixes
