This chapter introduces the reader to the issues addressed in this book by several scholarly writers on the challenges and dilemmas facing public police practice and policy for both the United States and Canada in the 21st century.
Abstract
Public police institutions are now being challenged to develop and implement policies and practices that meet the consumer needs and expectations of a increasingly diverse 21st century United States and Canadian publics. These challenges include: population changes, homeland security agenda, police militarization, public’s fear of crime, new types of crime, revitalizing police management and operations, improving police training, and improving police-community relations. In this chapter, the following scholarly works are introduced and provide an inventory and assessment of those stated issues, changes, and dilemmas in 21st century public police practice and policy. Police agencies that adopt and adapt an effective management system that facilitates the necessary community interaction and collaborative partnerships will be the police agencies that meet the needs of a 21st century populace.
