This manual presents standards developed by the Commission on Accreditation of Rehabilitation Facilities (CARF) serving children and youth.
Abstract
The Commission on Accreditation of Rehabilitation Facilities (CARF) is a private, nonprofit organization, established in 1966 that promotes the quality, value, and optimal outcomes of services through a consultative accreditation process to enhance the lives of the persons in need of rehabilitation and other life enhancement services. CARF maintains a Board of Trustees that oversees the development and modification of standards and the process of awarding, modifying the level of, and withholding accreditation. The CARF standards manuals are organized to meet a variety of needs and to accomplish several purposes: (1) ongoing self-evaluation and continuous systems improvement for service delivery; (2) authoritative resource in preparing for a survey and accreditation; (3) guidelines for business development and practices; and (4) educational resource on good business and service practices. This manual begins with information on accreditation conditions and accreditation policies and procedures. This is followed by three major sections on business practices, child and youth services general program standards, and child and youth services specific program standards. Specific program standards include: (1) health development; (2) family self-sufficiency and caregiver development; (3) individual sustainability and community connection; (4) safety and permanence; (5) enhancement of community living; and (6) specific population designation, such as juvenile justice. The CARF standards have evolved and been refined over 39 years with the support and involvement of providers, consumers, and purchasers of services. The standards are maintained as international consensus standards. Glossary and index
