This report describes the specialized training capabilities, partnerships for training delivery, and training standards of the U.S. Justice Department's Office for Domestic Preparedness (ODP), which offers assistance to State and local governments in preparing for and responding to threats or acts of terrorism that involve weapons of mass destruction (WMD).
Abstract
ODP develops, validates, delivers, and evaluates comprehensive WMD training at all levels of instruction and across all disciplines. This training, offered at no cost to State and local jurisdictions, focuses on responding to incidents of terrorism that involve WMD agents. Regarding its specialized training capabilities, ODP offers just over 30 specialized courses that range from basic awareness and operations training to advanced, hands-on technical and command courses that use live agents and explosives. Courses are delivered both onsite by mobile training teams and at state-of-the-art training facilities. Examples of such training are listed in this report. ODP has also created a number of partnerships in the development and implementation of coordinated training programs; 12 of the partners are listed. Regarding training standards, ODP courses are subjected to a rigorous pilot and review process that involves Federal, State, and local experts who examine course materials to ensure accuracy and compliance with accepted policies and procedures. Training is based on accepted national standards, including those of the National Fire Protection Association and the Occupational Safety and Health Administration.
