Key DOJ mission priorities included in the fiscal year 2003 through 2008 Strategic Plan are presented and include the prevention of terrorism and the promotion of the Nation’s security; the enforcement of Federal laws and the representation of the rights and interests of the American people; assistance to State, local, and tribal efforts to prevent or reduce violent crimes; and the assurance of the fair and efficient operation of the Federal justice system. The report describes how the management of the DOJ has changed to more efficiently identify new and better ways of meeting the key mission priorities through the application of best business practices and sound business principles. The restructuring of the DOJ is described, including the addition of two new Executive Assistance Director positions for intelligence and counterterrorism. DOJ recruitment goals and efforts are described, as are initiatives to retain well qualified and satisfied employees. Accountability within DOJ is met by identifying relevant outcome measures, measuring and monitoring progress toward identified goals, and accurately accounting for the associated costs. Improvements in information technology and in managing the DOJ's real property are similarly described. Finally, a snapshot of the results of DOJ management improvements are offered and include the reduction of gun crimes through the Project Safe Neighborhoods Initiative and the execution of more than 10,343 felony arrest warrants in the largest fugitive apprehension operation ever undertaken in the United States.
